concern early on today. that fog going to break up just a thin layer but at the coast. temperatures there going to be cooler into the 60s and some 70s inside the bay and also into the interior valleys. mostly clear out the door but a little cold in spots if you're stepping outside. down just above freezing in concord at 33. below freezing now santa rosa. 30. 40 in san jose and 46 in san francisco. this afternoon, these temperatures running well above the average. expecting those highs to run up in the 60 and 70s and then look at this. the number runs a good 9 to 15 degrees above the average and no rain in sight. we need the rain too huh? okay good morning everybody. we're going to talk about the morning commute getting into work shouldn't be a problem for you especially if you plan on taking 880. 880 rolling well in both directions. it was roadwork overnight and caltrans set up shop in both directions between san leandro and oakland. that roadwork has been picked up since and traffic is moving well both days as you move

eastbound. now the pass chp is clearing up an accident that happened at the 205 and 58 # interchange. you will see early delays now for eastbound 580 approaching 205. now expect those backups fortunately the commute direction of 580 westbound still holding steady with no major problems getting towards the livermore valley. san mateo bridge in good shape. and it is still wide open it's not too late to beat the backup here leaving oakland bound for san francisco. no delays reported for the 880 and 237 interchange. and b.a.r.t. is on time. that's a look at kcbs traffic michelle? some breaking news in oakland. a high speed chase suspect was shot by an officer. the chase started on the high street near interstate 580 around 3:00 in the morning, the suspect drove through local streets and ran several traffic signs. the suspect's car finally came to a stop at a dead end on east 15th and 57th streets. the man was taken to a

hospital. no word on his condition. and some developing news this morning on a west san jose. kpix 5's kiet do is on the scene of an apartment fire on cadillac drive. there he joins us live now with the latest. >> reporter: yeah, 3137 cadillac drive. this was right near the corner of hamilton and winchester. take a look for yourself. the fire started in one of the upper units. the fire department tells us that it started somewhere in the kitchen area as they went in to fight that fire, they sprayed some water and that water seeped down through the walls and it affects about five other units and forced those families out of their homes. they had to kill the power and the gas and so that's what is making those units uninaptable. but they've gone back inside and nother refusing help from the red cross. just trying the stay warm at this hour. at some point the fire department is going to come back this morning and they say that the cause is accidental. but still under investigation. so could have been a lot worse out here in west san jose. but still no cause yet on this

fire. we're live, kilt doe. kpix 5 -- kiet do, kpix 5. investigators hope a survivor can tell them today what happened last night on the caltrain tracks. it happened about 5:30 last night and one of the men was killed. other survived and had surgery overnight. officials hope he can talk with them today. >> we need to understand what went on between the two victims and whether there was something more that needs to be investigated. >> relaxing reading my kindle. and i noticed the train went by and then all of a sudden there's like way too many you know sirens. >> the santa clara station was closed for more than two hours after the deadly collision. oakland mother is grieving the loss of a son the violence for the second time in three weeks. dinyal new's only two children ages 13 and 19 both shot to death just blocks from their home. ♪ and this is a candle

light vigil last night for new's oldest son lamar broussard and his best friend harris both shot to death in a car sunday at the 100th and long fellow avenues. it's new year's day that her youngest son lee weathersby iii became oakland's first homicide victim of 2014. he died day after he was shot on the way home from a boys and girls club. new doesn't believe there's a connection though between the two killings. >> lee was a mistaken identity. lamar was ambushed. >> police agrow that brow saturday and harris were character -- broussard and harris were targeted but they're not ruling out the pocket. so far they don't have any suspects. oakland police are trying to determine who posted flyers depicting a mayoral candidate with a swastika on her forehead. someone posted the flyers in a montclair district. that city council member and mayoral candidate libby schaaf.

out to sea and drowned at the plant rays national seashore. it happened yesterday. some photos here taken from the rescue helicopter that was called in to help out with the search. rescuers lowered into the water, they eventually found the body a short time later and his name has not been released. and some people living in the bay area are getting very used to the burn ban that ban is now being extended to self- other counties in the state and seven counties in the central valley including fresno and king's county have now issued a ban on fireplace use. quality officials say the ban is a result of the deteriorating air quality. some bay area news. the cupertino council tonight will consider a ban on containers for restaurant takeout food. it will be similar to the one that began in neighboring san jose this month. it's also known as styrofoam and it's considered bad for the environment. the containers often end up as litter. b.a.r.t. plans to show off some new rail cars this morning. officials will unveil the first cars for b.a.r.t.'s oakland

airport connector project. they plan to start testing them soon on the railway this runs from the b.a.r.t. station at the coliseum to the airport. the system is expected to open in the fall. police in the olympic city of sochi, russia are on the hunt for potential suicide bombers. it's the latest threat against the games which are now getting ready to open up in a couple of weeks, more now from kpix 5's cate caugurian. >> reporter: russian authorities have left police leaflets at hotels warning people about three potential female suicide bombers. one of whom they believe is in sochi. russian officials are searching for three suspected female suicide bombers including suspected terrorist ruzana ibragimova. she's called a black widow which refers to widows of islamic mill talents killed by -- militants killed by security forces. >> i think this is the biggest

threat we've seen to any olympics in quite some time. >> reporter: but bess noble says there are more concerns than just the black widow. >> there are a lot of people in russia who do not like putin and want to see the president get egg on his face. >> reporter: a recently released video shows members of a group apparently assembling a bond. in it they take responsibility for the two recent suicide bombings in volgograd and promise more attacks at the games. >> you see it's the russians worried about a series of potential actors who could disrupt the olympics. >> reporter: the u.s. plans to put transport planes at european bases on alert and deploying two navy ships to the black sea in case americans need to be evacuated. the games begin february 7th. russian authorities are blaming the so-called black widows for previous suicide attacks in the country. reporting live in the newsroom, cate caugurian, kpix 5. >> thank you. russia spent an estimated $2 billion to set up a security

continues, for the second pn killed... in an explosion a right now the search continues for the second person killed in an explosion at an animal feed plant in nebraska. one body recovered yesterday. got the international nutrition facility in omaha. but the search had to be put on hold because of weather conditions and the instability of that damaged building. parts of two floors have already collapsed and in addition to the two killed ten others were treated at nearby hospitals. also happening right now, classes are back in session after a shooting after a university -- at a university outside of philadelphia. police say a funman shot a student sit -- gunman shot a

ban on the singer's music and kelly clarkson. the singer is now expecting a baby girl. remember you can follow us on twitter @cbssf. and liza is in for liz. >> just the one accident in the san jose area still out there on 87. so it happened in the southbound direction of the guadalupe parkway. a car spun out facing the wrong way and blocking at least one lane of traffic. so expect some backups heading through there. the earlier problems we had over at the altamonte pass have been cleared up. so no longer delayed in the eastbound direction and just a small blip of slow traffic for westbound 580 afroing vasco road. now the 580 and 680 interchange still looking okay. no major delays so far as you approach the dublin interchange. and the 880 commute. bound for milpitas, no accidents so far this morning. both ways of 880 are moving

well for you. the bridge westbound trafficking who is good leaving hayward bound for foster city. the bay bridge drive was just fine. no delays reported so far for any of the local transit systems, b.a.r.t. still onesimo. that's a look at on -- on time. that's a look ats can kcbs traffic. as we seen high pressure ridge just sitting overhead and out the door we go. the clouds have moved in along the coast early on this morning and it's thick in spots. watchout for that. as we head through the day today. mostly sunny skies inside the bay. little hazy and well, it's going to be just a couple of high clouds drifting overhead. otherwise plenty of sunshine coming our way the better part of this week but getting a little breezy especially over the mountain 207s into thursday and friday -- tops into thursday and friday. i think because of that and low humidity. fire danger is elevated during that period. high pressure just sliding a little bit further to the east. we've had a series of storms off the coastline unfortunately

they run into that spring go right over the -- ridge and go right over the top. that may change into the first part to have next month. temperatures around the state though. some 70s into the central valley and 72 degrees in the monterey bay and sunny skies there by this afternoon. well, they are seeing some winter in other parts of the country. check this out. should be about 11 degrees in chicago today. 18 in pittsburgh in 24 degrees in new york and they're getting ready for maybe almost a foot of snow. yeah, major storm system headed their way. around the bay today. we are going the other direction. temperatures up in the 60s and low 70s as you go to the south bay. lower 60s towards the coastline with that patchy fog. 60s and a few low 70s inland. 65 in san francisco. and 64 if daly city with some patchy fog. next couple of days temperatures cooling down a little bit. the winds kicking up on thursday. and friday especially over the mountains. the fire danger is going to be elevated. then just some patchy fog and staying dry over the weekend. sunrise time today is at 7:21. sunset 5:21.

i'm mark kelly. a big meeting today between muni and the tech companies to hammer out their differences over the private shuttle buses. coming up, we're going to lay out the pilot program in the works. and states of emergency. another winter wallop taking aim at the east coast. what people are doing to prepare. patchy dense fog moving in along the coastline and temperatures may be near record levels again today. talk about that coming up. and the grass fire causing problems now for the commute on the grade. i'll have details with kcbs traffic still ahead. good morning everyone, i'm frank mallicoat. >> and i'm michelle griego. time now is 5:28. the breaking news in oakland. a high speed chase suspect was shot by a chp officer. the chase started on high street near interstate 580 around 3:00 this morning. chp says the suspect drove through local streets and ran several traffic signs. the suspect's car finally came to a stop at a dead end on east

15th and 57th streets. the man was taken to a hospital and no word on his condition. happening right now, the federal government is closing offices in washington, d.c. as another winter storm moves towards the east coast. and as jamie ewe curse reports a bitter blast of cold is already gripping the midwest. >> reporter: the morning commute in chicago is a messy one. snow and frigid temperatures are back. the latest winter storm is traveling from the midwest to the east coast and could dump up to a foot of snow in some places. in virginia, crews are pretreating the roads to keep the snow from sticking. in new jersey, people are loading up on supplies. >> if i can't travel to movie day and popcorn and cheese and pepperoni. >> reporter: the storm is already creating plenty of travel problems. airlines canceled more than 1,000 flights in anticipation of bad weather. along with the snow are subzero temperatures, here in minneapolis with the windchill it feels like 20 degrees below

zero. but cold temperatures are not enough to keep minnesotans indoors. many bounded up and headed out for a game of hockey or even a brisk walk. and it was a long cold night in syracuse, new york as students camped out for basketball tickets. >> checking the temperature on your phone and seeing -- it's like below zero and you're just like pulling every bit of clothes and blankets you have over you. >> reporter: the cold will be a big change for people in roanoke, virginia. yesterday some were walking around in shorts. tonight, temperatures will hit the single digits. jamie jukes for cbs news, los angeles. >> a difference here. >> no kidding. what goes around coming around. i think we have to enjoy it. i know i love the see the rheinberry -- to see the rain here but you know what happens. we get the winters where it reigns almost every day. let's enjoy it and it looks like more of the sunshine today. and looks like the patchy fog is moving in along the coastline. that's a little thick in spots this morning. be very very careful. some dense fog out there toward the beaches and highs there

expected to be cooler in the low to maybe mid 60s. 60s and 70s around the bray and some in the value leas. out the door it is mostly clear out over the bay. the temperatures are cold in spots down below freezing in santa rosa. 30 degrees. 36 in livermore. 46 in san francisco. and 33 degrees in concord. this afternoon, we are back up into the 60s and low 70s. maybe a couple of temperatures flirting with some records. little cooler out toward the beaches with some of that patchy fog and a little bit of a sea breeze. otherwise, temperatures staying very very mild. all right, let's choke the roadways -- check on the roadways now. some reports of a grass fire now off to the side as you travel southbound 680. this is on the is a knoll grade approaching south mission. callers are saying there's several sections of the embankment which have caught fire. again a chp and fire department still on their way. once they get there expect at least one lane of traffic shut down. we'll keep a close eye on that.

as with the pass where we've had delays this morning. there was an early morning accident at the 580 and 205 interchange. it's gone but westbound 580 is now backed up from 205 in patches approaching vasoco and livermore. still moving okay approaching the interchange and the bridge commutes it has been wide open on this back to work of tuesday. westbound traffic looking good leaving oakland heading into san francisco. that's a look at kcbs traffic. now to frank. thank you. new this morning san francisco police arrested a man in connection with a shooting. the suspect taken into custody on highway 280 around 10:00 last night. officers said northbound lanes were closed for at least two hours and the shooting happened earlier on jennings street. no more details released. and this morning an east bay lawmakers steps up her effort to crack down on rapists. nancy skiller is offering a bill to address the backlog of untested rape kits. the sheriff's office is working

with her now. in 2011 they found more than 1900 untested rape kits in that county alone. covered california website back up and running this morning. the con line marketplace underwent maintenance and an upgrade operation over the long weekend and it was supposed to be back up and running on sunday but the site was still offline until yesterday. in other headline around the bay, plans to live a medical marijuana plants in martinez is on the agenda tonight at the moting. city leaders say there have been complaints about the plants growing in backyards and it's lisle to grow marijuana with a card but the city is now looking to limit outdoor plants to six per property. bicyclists plan to rally at noon today at san francisco's city hall. they'll be promoting visions bureau a proposed project aimed at reducing the number of traffic accidents involving bicyclists and pedestrians. and happening today, the bus stop battle kicks into high gear in san francisco. the city wants to let those fancy shuttles like the google

buses use the muni stops. kpix 5's mark kelly joins us live with more on the pilot program that's getting a lot of attention. mark? >> reporter: well, frank, the point of today's meeting is for muni and for the tech companies to sit down and figure out how they can both live in peace and harmony and both share some of the bus stops like this one at oak. now the other thing is a leaked memo from google shows just how important it is for these tech companies to put their best foot forward at today's meeting. now the shuttle buses have had people fired up for a while now. here's a protest in the mission where they demonstrated around a tech owned shuttle bus. many blame tech owners for the changes in san francisco like rising rents and are targeting their anger at the shuttle buses owned by the companies. the cloudy skies between shuttle bus -- compromise between shuttle buses and muni is the 18 month pilot program where it lets shuttles use only

200 of the 2500 muni stops and they would have to pay the mta a fee every single time a shuttle uses a muni stop. muni would still have the right of way if a shuttle showed up at the same time. and the shuttles can't load or unload on very steep hills. now supporters of this plan include mayor ed lee's office. the business group bay area council, as well as the mta which says using the pilot program would mean 45 million less vehicle mills driven per year, which is good for the environment. >> now mark you mentioned the google memo was leaked. do you know what it said? >> reporter: well, google gave out a list of talking points to its staff that eventually got leaked to the media. it includes talking points statements such as if the shuttle program didn't exist. i would continue to live in san francisco. and drive to work on the peninsula. second talking point? i'm so proud to live in san

francisco and be a part of this community. so if that leaked memo and those points say anything it's just how important today's meeting is for these tech companies. >> i guess so. okay. mark kelly live for us here in san francisco. thank you mark. golden gate bridge district will talk about raising the toll again today. the district facing $142 million budget shortfall over the next five years. the plan is to raise the fast track toll to $7. and the pay by play toll would go up to $8 by july of 2018. the meeting at 5:00 tonight at san rafael at the meeting room in caboose. happening today republican contracts contracts will be sworn in for his -- chris christie will be sworn in. the ceremony comes in amid controversy surrounding the staff. the latest involves a city of hoboken. the major zimmer says new jersey's lieutenant governor says she had to approve a project in hoboken or lose money for the superstorm sandy

recovery. the lieutenant governor denies that. >> any suggestion that sandy funds were tied to the approval of any project in new jersey is completely false. >> prosecutors are already looking into recent traffic jams on the george washington bridge that were allegedly organized by christie's staff member as political retribution. the market expected to move higher when the long holiday weekend ends on wall street in the next hour. asian stocks roads today after china's central bank injected extra credit into its financial system and meanwhile there's word the federal reserve could make another cut in the stimulus program that could happen a little later this month. in the latest session the dow added 41 points oen friday. the nasdaq dropped some 21. amazon working on getting products to you even before you even order them up. it just got a patent for something called anticipatory shopping. by analyzing customer data, amazon says it can predict what you might buy next and move

those products to a warehouse near you before you even order them. amazon says the strategy is meant to cut down on shipping time. how about that? and there's now one less thing to worry about as the wedding day approaches. insurance policies are now available in cases of weather, unexpected military deployments and even your partner getting cold feet. average wedding prices ballooned to about $26,000 here in the united states. only a small number of insurance companies are offering those policies. as the real estate recovery continues, senior homeowners are returning to their reverse mortgage market. >> cbs news and business analyst jill schlesinger is here to talk about the loans and how they work. jill tell us about a reverse mortgage. what is it? >> reporter: it is a type of a home loan which allows homeowners who are 62 years or older who either have entirely or mostly paid off their mortgages to take a portion of their equity and turn it into cash. they have to keep their primary

residence and keep living there so you can't do it with a rental property. most reverse mortgages are offered through hud and they're guaranteed by the fha through a program called home equity conversion program and there's lots of information out there. so we need to kind of hone in on what's going on with these loans. >> all right jill. how much can you borrow? >> reporter: the amount depends on the age of the youngest borrower, the current interest rate, and the appraised value of home. now here's the deal. the more valuable the home the older you are and the lower the interest rate, the more cash you can grab from your house. as of this year remember reverse mortgages have to go through the underwriting process that's new. the government now verifies income, assets and living expenses and credit history. it also wants to check that you paid your real estate taxes and hazard and flood insurance premiums. you can take the loan as monthly payments, a lump sum or

just leave it there as a line of credit almost like an emergency reserve funds. >> if you're pulling the money out eventually you have to pay the piper. when do you repay it? >> reporter: the loan must be repaid when the borrower moves or dies. at that time, the loan and the accumulated interest other finance charges must be repaid. now if the proceeds beyond the amount owed is more than what you've actually borrowed, your spouse gets the money or your estate gets the money. conversely, if the house were to sell for less than the money owed. the fha takes the loss. it's not like you pass along the debt to your heirs. so that's a good thing. fha is providing online counselors by phone, online, via internet. wherever you want them. there's valuable information at hud.gov. i just want to reminds you i know we see a lot of commercials for this in the late night tv. but hud.gov is really the best resource. not the fonz. >> i was going to say henry

kinglier -- you need this. -- winkler. you need this. best of luck. jill, thank you jill. well, it is a popular tool for tourists looking for a place to crash. but julie watts found one bay area renter who says his landlord pushed him out the cash in on air bnb. >> this is another unit in the building. >> reporter: chris butler can't forget the old apartment 689 all he has to do is look on air bnb the site that allows you to rent out your home. back in 2012 he was evicted from his $1,800 a month rent controlled one bedroom in this building in san francisco's russian hill. the reason? one of just a few that justify legal eviction in renter friendly san francisco. >> the landlord served me with an owner move in eviction. >> reporter: but butler contends the landlord moved his daughter into butler's unit from another unit in the building so he could rend out her old apartment on air bnb.

>> they saw an opportunity to make more money through a different -- through a different channel. >> reporter: butler points to these two units on air bnb which he says are in the building and currently going for $125 and $145 a night. by comparison? butler's rent worked out to about $63 a night. >> this is a very big problem. >> reporter: tenant rights attorney is representing butler in a lawsuit against his former landlord. he says landlords all over the city are doing the math. >> with the vacation market it's super lucrative in san francisco. landlords are recognizing that. >> reporter: that's no consolation for san francisco renters dealing with skyrocketing rents and too few rentals. >> my situation would not have occurred if air bnb didn't exist. >> reporter: julie ats, eyewitness news. >> the lawyer for the building owner told julie his client is in compliance with state and local laws. look out below. here a skier gets caught up in an avalanche and yep it's all caught on a helmet cam.

valley. expect big time delays and in fact the chp just shut down the right hand lane between the parkway and south mission. again this grass fire is off to the right hand shoulder of the sonal grade. heading for the 580 and 680 interchange. an earlier accident near 205. that's long gone. still very slow for westbound 580. from the 205 interchange approaching vasco road and livermore and then more pockets of slow traffic approaching the dublin interchange. the bay bridge commute westbound traffic leaving oakland it has been fine on this back to work tuesday. maybe some people decided to take another day off of work because we've been looking at very light traffic leaving oakland heading into the city. the metering rights are still off. all the roadwork we had overnight has been cleared and 880 is now wide open in both directions between san leandro and oakland. and the bridge commute, again the bay bridge is fine. the altamonte commuter express would be a great bet if you normally take 580 or 680 to get

towards the silicon valley. no delays for b.a.r.t. or san francisco's muni. that's look at kcbs traffic. here's lawrence. all right some patchy fog make its way along the coastline and that fog is right down on the deck. so some dense fog showing up out towards the beaches and watch out for that this morning. but it's compressed near the surface and not going to make its way well on shore. otherwise we have mostly clear skies. so we're starting out mostly clear away from the coastline this morning. and looks like by the afternoon, a few high clouds and then mostly sunny skies and still a couple of clouds out towards the coastline. that will keep the temperatures there cooler and then mostly sunny and some breezy weather ahead especially into thursday and friday and probably elevated fire danger. storm after storm continues to line up in the pacific. just can't get here. that will continue to be the case. traveling not a big problem. getting into sfo or getting out. plenty of sunshine. no delays expected there. about 65 degrees. other parts of the country,

well, they're not so lucky. they are getting some wintery weather in chicago checking in with some snow. about 11 degrees, lake effect snow there as well. and in new york a major winter storm moving in. they could see as much as a foot of snow there and about 26 degrees and windchills below zero. well, around the bay area today, we're going to see a mix of high clouds rolling in and some patchy fog towards the coastline a lot of sunshine sneaking in-between and again the temperatures are going to be running well above the average. plan on those highs soaring in the south bay into the 60s and even some low 70s in toward morgan hill. out along the coast lean we'll notice some changes with that patchy fog. a little bill cooler there with some low to mid-60s into the east bay the temperatures up in the 60s and also some low 70s. and then inside the bay some hazy sunshine and could reach 72 degrees in oakland. 65 in san francisco. and about 70 degrees in the napa valley. out over the next couple to have days we are going to see just some minor changes through tomorrow with some patchy fog in the morning. then on thursday and friday the winds are likely to pick up.

that's when the fire danger will be elevated. the temperatures staying very mild into the weekend. so with that in mind, we are going to go to roberta gonzales, she's going to be talking about how all this change in the weather is affecting us. roberta? >> you know how extraordinary all of this is lawrence. let me tell you. it's the big giant temperature swing. right now we are in dublin where the current air temperature is 34 degrees. but this is a little cooler than that once the wind does pick up. take a look here and in pleasanton and livermore. visibility is unlimited at this hour and temperatures again today for the ninth straight day will average at least a good ten degrees above normal and in fact our forecast high for dublin today is in the upper 60s. flirting with 70. which again would be near or record warmth and if you notice by our graphic here, these temperatures each and every day will average well above the normal of 57 degrees typically experienced at this time of the year. but while it may be unseasonably mild and many of you do enjoy that. it does come at a price.
